38 teams will recieve an automatic qualification through their conference
Teams which don't belong to a conference, and teams that belong to a conference without an automatic qualification are eligible for pool b bids.
3 of the 37 teams eligible for pool b bids will be selected
19 teams will be selected as pool c bids
